You can't find this item, it is for Gamemasters, and the only two people wearing it use all/most GM gear. So, it's probably just a GM item.
And yes, reed is right. It is the only one that low, so that makes you l33tz0rz if you wear it.

Yeah, these are GM-only armors. Some dude with thottbot has probably inspected a GM while meeting them in some dungeon or so.
Don't expect them to drop any time soon. ^^
And to become a GM you need to apply to Blizz, and move to Paris. All of the GM's work and live in a town just outside Paris, with most of the people that is involved in WoW. How do I know that? It is stated on their website, and I have applied. ^^

Considering there are only two profiles wearing it, one of which is wearing only GM gear, the other with GM gear and some nice-looking low level gear, I'd say all the profiles wearing it are GMs. Otherwise there would be a lot of profiles of people who had one or more parts of the GM "set" (hood, robe, sandals).

some1 would want this not beacuse of armor, but couse it's GM item. it would be cool wearing that (if u realize that only GMs have this)

This is the Gamemaster Hood. It can not be dropped by any mob. Typically, only Gamemasters have this equipped, proving they are indeed a Gamemaster. If you see a normal player wearing this and they do not have anything indicating that they are a Gamemaster, they obtained it through some sort of exploitation method. This is not to be confused with most existing hoods, which are normally darker in color than to this, as the Gamemaster Hood has more of a blue tint.

This item is for GMs, only them can wear it and Blizzard creates a new one each time a new GM comes.

You can't simply just 'get' it. GM's create it for themselves, it binds on pick up, though you can't get it in a drop.

It took me some time to actually get a GM to make himself visible to me to actually get you guys a proper view of it from an actual Official GM. But here they are. This cost me a Permanent ban. And a possible IP ban. So I hope you guys appreciate it.
