This robe is part of the starting outfit for Gnome and Human mages. They also start with Apprentice's Shirt, Apprentice's Pants, Apprentice's Boots and Bent Staff.

I was looking on the starter clothes for dwarves,
it had a list of classes priest, warrior, paladin, rogue, hunter, and MAGE. I clicked on Mage and it showed this robe. Blizzard was planning for Dwarves to have arcane powers and wimped out, or are they planning for this in the expansion?

Fujji is right, probably the best tanking armor in the game

As a level 60 paladin that regularly goes on raids, this armor is the best you can get!
