there is a horde and alliance equivalent for this, horde chain starts in kargath-badlands, the one with an orc getting the arrow through the back of the head.. (read quest decription)
the alliance one is a long chain that eventually ends up doing the same thing.
you kill emp, but NOT princess, she should go friendly, you finish quest, then hand it in.
EVERYONE in the party must have this done otherwise moira will spawn. if she does spawn, kill her and loot her before you kill emp or loot can get buggy :P

She spawns in the place of the princess if EVERYONE in your group has finished the princess quest.

Where do you find her in BRD?  I've been atleast 20 times and have never seen her.

Where in Depth is she?  Rogue friend has stealthed through the whole instance and can't find her.

I have completed "Fate of the Kingdom".  I need to kill this princess.  I want them healing gloves.

As far as I can tell, her loot table is identical to that of Moira herself. So there doesn't seem to be a reason to worry about whether people in your group have done the Royal Rescue yet or not.

Does it work with a raid group, if all members have finished the Emperor quest?

If all five members of your party have completed the quest to save the Princess, then High Priestess Thaurissan will spawn instead of the Princess.

Essentially, she appears if everyone has already saved the princess of Iron Forge. So this NPC is probably an indicator to go ahead and kill her instead of asking and hoping nobody needs the Princess.
EDIT:
As of Wrath, and certainly Cata, the "few cases" is obsolete.
