This mob is a pet that spawns from the Bloodsail's Admiral Hat.

A Blood Parrot is a rare pet, summoned by the Bloodsail Admiral's Hat. You get the hat by killing Steamwheedle Cartel goblins and getting to Friendly reputation with the Bloodsail Buccaneers.
Beware if you're going to do this, Ratchet, Booty Bay, Gadgetzan, and Everlook will have Hated reputation with you if you do this.

The Blood Parrot is a rare pet.
Its rare because in order to obtain it, you must do a quest series that requires that you have a Friendly reputation with the Bloodsail Buccaneers.
And how does one gain rep with the Buccaneers, you might ask? By killing NPCs in Booty Bay.
