Apparently friendly to both Horde and Alliance, but he has no gossip text. Wowmapview reveals that the large pile of stones and rocks he guards block a road leading to... a single elven house unit. Perhaps in the expansion this will lead to Quel'Thalas?

If you look at the mini map while your near him, you can see the path opens up to a green....eh..grassy field xD Obviously the kind of area Quel'thalas is like. And if you've read up on the expansion, you know that its gonna be up in the top corner of lordaeron.
