Seen Mar 22.2oo5 in Tinkertown side of Deeprun tram.
Leper Gnome lvl 20, PVP Enabled, named Haggle wandered around.
Yawned. Layed down on chairs, fell asleep.
Sifted through the trash (once each can, center of trams.)
"Haggle says: Spare some change?"
Went to side of tram with Entrance, sifted through more trash, made detours to kill rats along the way.
ASked for more change.
Repeat.

Conclusion.. He's a bum lol

The hitchhiker's guide allusion refers to when Deepthought first announces the answer to all questions, saying it is 42. The two mice, who were to receive the answer and relay it to their dimension, then stated,"42... 42 what? it could be anything!" they then proceed to come up with ideas which might explain the answer to all questions. Also in case nobody has noticed he is a leper gnome which might mean he was normal and then lost his mind upon radiation, and the word haggle means the argument which tries to come to some sort of agreement, or arguing over a price. :)

The character is indeed named Hoggle, but Jareth calls him different names all the time and Hoggle keeps correcting him. One time, he calls him Haggle:

Jareth: "Haggle..."
Hoggle: "Hoggle."
Jareth: "Yes, if I thought for one second you... (etc)"
