These representatives can now allow you to enter directly to the BG. Not having to walk right up to Lady Sylvanas is quite good (goodness now how ugly a leader can be...). As for the honor bonus, it's doubled if it's AB this week.

They don't do anything else in particular.

if you take part in a BG when a certain faction has a represetative in the major city, taking part in that BG gets you bonus rep for the BG that are running that week

They talk about the new BG in Arathi Basin.
You can ask them, only "Where is the Battlemaster".
