This guy is just standing next to the bank in Darnassus.

Turning in 10 Commendations gets you 75 rep with Darnassus.
Turning in 1 Commendation gets you 5 rep with Darnassus.

So it's better if you just save up for that 10 commendation turn in to get the most from your faction.

Also helpful if you're getting your WinterSaber Mount.
