Winter Revelers are located all around Azeroth, in the Inns.

/Kiss a Winter Reveler and you will get a festive prize. :) You can only do it only once every hour though.

You can kill and loot these NPCs. They appear as Neutral to you if you belong to the opposite faction.

I killed the two alliance Winter Revelers that were in the Inn of Hinterlands, and once on the ground the male dwarf reveler turned into the shape of a human male, except his whole body was colored white. Very odd.
