He notifies (spawns) Marshall Windsor of your arrival for [60]R Stormwind Rendezvous (Onyxia Chain)to escort to the keep.

Previously, the quest appeared bugged when another party was doing the chain.&nbsp Now if this occurs he says "Windsor has been expecting you, unfortunately he is indisposed at the moment" Letting you know another party is on the quest.

I saw the "Windsor is indisposed" message from Rowe, and about three minutes later, Windsor showed up.&nbsp Wasn't bugged for me, just took a little patience.
