I'm pretty sure she is bugged, possibly as of today's patch. I just went to fly out of Hammerfall, and couldn't find the flightmaster. I figured some alliance had killed her, but there was no local defense messages. I turned on friendly nameplates, and she was UNDER the platform.

I can confirm she is standing under the platform, don't get confused!

She is totally standing there to get out of the rain!

I had a bit of trouble finding her too. Had to ask someone where she was. lol

I beleive she is the only flight master that walks around a little bit. As you can see, from where she has been, she does not move significantly but does pace back and forth from time to time. She's on a platform in Hammerfall, Arathi Highlands.
