Summoned by the (NPC #7738), which is in turn summoned by the (NPC #6228). The Burning Servant will summon three of these Embers, which it can do repeatedly. During my screenshot recording of this fight, it summoned a total of nine of them. They were no threat to a level 70, but I imagine that would have really hurt at level 30.
