If you follow the wreckage u will come across a spot where it's bubbling, and if u dive down there u will see a ship. That's about it.

there are 4 more NPC's in the wrecked ship deep in the water near her. None wanted to talk to me at lvl 51. I think they started to make a quest out of this but realized it was off the map and abandoned it... just a guess.

Located at 61, 44 in Azshara. Unable to interact.

Follow the trail of debris south of her to a spot where the water is bubbling and dive. You will find a sunken ship. A poster on Thottbot claimed there were additional NPCs in the ship, but as of this writing, none could be found.

I found her on an island surrounded by wreckage in the middle of the ruined reaches. Once again, unable to communicate. More weird crap added by bliz...

If you follow the debris you'll find a sunken ship with trapped people ... including Roland Geardabbler no use for them as of yet though.
