They are summoned using the (Item #10831), which is given to you by (NPC #7783) for the quest (Quest #3602). When you /roar at the tracker, if there's an (Object #152620) nearby, it will head to it, and point it out. The Fel Orb has five charges and the trackers last for 30 minutes.

It is also worth noting that you may summon all 5 Felhound Trackers at the same time. Great for screenshots but not useful at all.
