This is part of a multi-chain set of warrior quests which start at Yorus Barleybrew. The whole quest line not only nets the warrior some excellent armor and supplies, but some solid experience.

Once you've accepted the quest, wait a moment and he'll craft the helm for you.

This quest set is Warrior-only and is offered once you've completed the previous quest, Iron Coral.

I got this quest at lvl 28. It is easy to get the coral, but there are alot of lvl 29 murloc around the coral.

Quest is easy indeed. Just have to swim around near the murlocs for the Morbent Fel chain quests, and pick up coral along the sea floor. You need to get 20, and they give one each. It takes a while, but they are all over and are huge, so easy to spot.

I don't think there is a level requirement, but you have to have done the Fire Hardened Mail quest.
