Because several NPC's start it. If your a blood elf then you get it in your designated starting area. Same with other races.

There is a new NPC in Mulgore named Yaw Sharpmane who will offer you a quest named The Hunter's Path. The finished quest turns into Lieutenant Dawnrunner for 85 experience.
