For those of you that continue to search for this NPC, know that because he wanders near the Field of Strife that he often ends up dead in short order.

If you have chips and need to turn them in, try getting into an AV BG at the start, and look for Commander Louis Philips before the fighting gets too wide spread.

You hand in the chips, get Rep and recieve an insignia wich u can use for another quest that gives you nice reward to choose from.
