I went to the fair last night and this quest was not available.
Yebb had all his other quests available to me.
Is it random which ones disappear and when (if ever) will they reappear?

This is a limited number of turn in quest

Having horded my selection of dark moon stuff all year in the bank, I then handed like everyone I could into the npc that wanted that type of material, and could not hand them all in as the repeatable quest disapeared after a number of handins.
