To get the 1200 tickets needed for this, you'll need to do 60 turnins at 20 tickets each.
It depends greatly on your server's economy on which way is cheapest... Typically it's dense stone, but sometimes it's thorium bars.
Here's a quick way to find out how much it's going to cost you per turnin:
Multiply the cost of one stack (20) of each item by the number of stacks per turnin: 2 for rugged leather, 1.6 for dense stone, and for the widgets, .9 * Thorium Bars + .3 * Runecloth.
Therefore, let's say that on your server, thorium bars cost 3g a stack, runecloth 1g, rugged leather 2g and dense stone 2g.
That means each turn in costs 3g for thorium, 4g for leather, and 3.2g for stone. (for a total of 180g for 1200)
Now you usually will end up using a combination, depending on what is on the AH at any given time, or your own farming skills, but this is a handy tool for those who plan on buying a majority of it.

Tickets are recovered by turning in several player crafted items. However you must actually do this profession yourself (ie to turn in thorium widgets, you must be an engineer). Be warned it took me around 1000 thorium bars and a little over 300 Runecloth to get my 1200 tickets! Well happy hunting those of you with much patience, I won't wear the necklace much to be honest but it was quite a feeling of accomplismnet =)

Correct me if I am wrong, but passive on-equip 22 spellpower is close to the max you can get in a neck item pre-BWL, no? I believe things like the Orb and other Epics have been put into the game to give solo-players and players not in a raiding guild something to work towards (and pay Blizz $$ in the process). For the effort involved (I got my tickets via Rugged Armor Kits, like most), this is not too bad an item for a dmg set.

the most spell damage you can get for a neck in the game is Choker of the Fire lord off Ragnaros(34), this item has the fifth most behind CotFL(MC), Malice Stone Pendant (Naxx), Amulet of Vek'nilash (AQ 40) and Charm of the Shifting Sands (AQ 20)

Hey guys, just wondering..Ive had my tank make a ton of dense grinding stones and then hand them off to my mage to turn in to Chronos..yet he doesnt offer the quests to turn them in...to my mage or my black smith tank. I was wondering if the grinding stone quests only happen every other visit...or day the faire is in town? Anyone else have the same issue? Thanks for any replies.

There are two ways to get tickets:
1. Speak to Chronos, who gives crafting quests, and in return for stuff you give him(engineer = engineering items, LW = LW items etc), he gives you 1-20 tickets.
I'm a LW, so I took Armor Kits, which was 40 Rugged Leather = 8 Rugged Armor Kit = 20 Darkmoon Faire Tickets.

2. Speak to Yebb Neblegear, who gives the collection/mob/grinding quests mentioned above.
As I'm 60, I'm not about to go grinding zevras in Barrens, so I went to EPL.
10 Evil Bat Eyes = 20 tickets

The glowing scorpid blood and evil bat eyes turnins will never go away. So, yes, you could just farm those. The drop rates on them are wretchedly bad but you could do it.

You could also smack your head repeatedly into a sidewalk but I wouldn't really recommend that either.

Do they not have anything that tailors can craft?

Oops didn't read the post below.

Can you turn in a mix of your created items and someone else's created items or does the quest look at the "created by" part of an item?

Does the glowing scorpid blood quest ever go away? Is it possible to "just" farm 600 of those?

Ok, I wanted this neckpiece as a mage because there are only two slightly better ones in the whole game, and they require DKP.

I run AB a lot, but despise the queue. I like to queue myself for AB in Arathi and then take the gryph to EPL and farm Monstrous Plaguebats in between games. Now to make it go a little faster I had to invest some time.

I was Alch/Herb. I dropped Herbalism and took up skinning, took me about 6 hours of grinding to go from 0 to 275 which is what skill lvl you need to be to skin the lvl 55 bats.

Monstrous Plaguebats drop Evil Bat Eyes at about an 8% drop rate. They also skin for Rugged Leather at about a 85% drop rate.

So, I've been farming those bats and collecting Evil Bat Eyes and Rugged Leather. I have a guildy make the Rugged Leather into Rugged Armor Kits. Once I have completed all the easy quests and they stop giving tickets, and I have enough Evil Bat Eyes and Rugged Armor Kits, I'm going to drop skinning, take up Leatherworking and turn it all in.

One of the only farmable epics for a mage, and it is done during down time that I would usually spend just sitting in Refugee Point waiting for the AB queue.

Quite a deal, Blizzard please don't read this for a little while.

all these posts saying you have to have a profession, such as engineer , to turn in widgets, are outdated,my main is a 60 lock,alchemy/herb.I just turned in thorium widgets that my engineer alt made, and other engineering items and got the tickets.About to do the same with items my blacksmith alt made.If for some reason those don't take,I'll let you know. now, maybe the game realizes that "I" made all the items, even tho they were made by diff characters, but I doubt it.

Are you able to turn in things with only 1/300 skill?

For instance, can you turn in Thorium Widgets if you are 1/300 engineer?

As of 1.9 you can hand in any and all trade skill items for tickets. So no need to switch professions anymore, hoorah!

testserva 1,7 stats are:
+11 sta / +8 spi / +22 spelldmg
-> official statement

if u try to get tickets start with the lowerlvl stuff first (i.e. fury paws first, vibrant plumes later). after gettin ~400 tickets only the highest lvl stuff (bateyes, thorium widgets) will work.

i believe this quest is well worth it. i rather spend 150g on thorium than DKP on a choker of enlightment )

Could use some amount of stamina.

Otherwise, this is a solid caster item. Not really worthy of being "epic", though, imho.
