it just means if you have any "ribbons of sacrifice" from prior to the last patch, you can turn them in for the new "mark of" rewards...

since the way the rewarditems are handled got changed , these are the quests which handle the old rewards from prepatchmatches..

So when this says "past efforts" does that mean that all the times you've done it before? or what?

The Ribbons of Sacrifice were replaced by Marks of Honor recently, and players who had any left couldn't turn them in anymore. This quest is just meant to reimburse those players for their past efforts.

Honestly, I think it's kind of silly, you can only have 10 ribbons anyway, which means at most, you could get 10 marks of honor. The reputation bonus is pretty insignificant and most people probably just destroyed their ribbons.
