He stands on top of the Goblin bank.
Walk thru the inn all the way to the top ( goblins boss with tauren sidekick). Go left and jump off the Horde flightpath to reach him.

Stranglethorn Vale - Booty Bay. (27,74) Just right of the Horde Flight path. Climb out onto the roof above the bank.

I think they changed it from last time. He's on top of the bank, next to the Horde FP in BB. Oh, and those coordinates Saagn listed put you in the center of troll ruins to the far north. :)
