My level ten Night Elf Druid was offered this quest in Darnassus. EDIT: Now at level 31 I got it. It was some event or something.

My lvl 28 Night Elf Hunter was offered this quest, having before been to Ironforge I went on and finished it, I gained 650 xp for it. No fighting involved, when you get to Ironforge you can find Field Marshel Snowfall patroling around teh Hot Coals in teh Military Ward. He is on a large Ram looking creature.
