Doesn't seem to be available in the major towns any more seems like the best bet is the auction house... you can get them cheap instead of spending an hour or more travelling to find the things, and sometimes the vendor isn't around when you get there.

There is an icecream vendor near the gnomish hut in the shimmering flats.

Alowicious Czervik is a goblin in front of the Orgrimmar Inn that also sells the icecream.

The ice cream can be bought at near the mailbox in the Trade District. For the __,__ go to the other You Scream, Ice Cream which has Horde and Alliance beside the name.

Don't go running all the way to Shimmering Flats. The vendor is right next to the inn in Stormwind.
