A chicken at first, but emote /chicken to him and eventually he will turn into a human, wave at you, then turn back into a chicken, good fun.

Select "plucky" johnson then type /beckon or /wave he will then be able to help you

This is a chicken near the racetrack. If you emote /chicken at him, he'll turn into a human and wave at you for a moment.

Hes a part of a mage quest... he is Magus Tirths ( (NPC #6548) ) assistant...

Indeed if you are on the Mage quest , you can get a response from him by typing "/chicken", but if you want the information for the quest you need to type "/beckon" with him targeted.
I found him just across the track from magus Tirths.
