For Either side it is simple, Go to the opposite Faction city and "loot" a flame from their bonfire. Each flame begins the aforementioned quests. Once all three have been turned in you will Recieve "A Thief's Reward" ( http://classicdb.ch/?quest=9339 )and your crown

this was crazy easy... spent almost 2 hours planning... stealth vs. invis potions, swiftness, etc.. walked right in and up to the fire without seeing a single player or mob.. granted it was 5am server time
