I have them, the "use" tag means the extra damage is not added, nor can you actually use the item, despite it having a cooldown when equipped. It is a known bug fixed on the test server (battlegrounds patch)

What is up with the "use" on these things? I have them and there is no way to use them. All +dmg are passive as far as I know, must be a typo or something?
