The Plainsguard leggings are 1 sta better and all you have to do is the wanted poster quest in Freewind Post, 1000 Needeles. I did it with a hunter at 29, before I finished the Brutal Armor quest.

I don't see any description for this quest so I'll do it myself)

You must go to Wetlands and slay Dragonmaw orcs (av. lvl 27-30) until you will have 8 Sturdy Dragonmaw Shinbone (av. drop 0.6 - 3%). (After looting a Shinbone you must right click it to test it Sturdy).

The Green Leg Guards you can make from blacksmithing is a better item. For what you must go through for this quest chain (including an instance run..) the prizes really should be better.
