You don't need to see the innkeeper in Ironforge. When you hand in the Pristine Spider Silk from previous quest, just wait a few and she'll offer the new quest herself. click, click, new robe/shirt.

(Quest #1939) thats where it starts. The Blouse is defently more useful for human mages, thier +% spirit racial abilty. And as you guess vise versa the robe is good for gnome mages as they have +% intell.
