This is part of a quest chain that begins at 48 with Divine Retribution and then leads to The Flawless Flame and the chain listed there. After completing the quests with Windblade, Squire Maltrake will guide you on further quests.

Easily one of my favorite quest chains in the game.

You can keep the Torch and use it for visual amusement.
