Those are the 'initials' imprinted on the elemental shards. Below the initials are a rank marking of some sort. The machinations you destroyed in the Burning Steppes were of 'Rank IV.' I assume that this is a lowly rank.

Take this shard sample to Lotwil Veriatus in the camp to the east. He is a scholar of some renown in the field of elemental sciences. He may be able to assist us in our search.

its easy enough to do at 60. wish I had done it before then since its so simple to do. I even had a blue ring drop off the last one I had to kill. I killed mostly the golems wandering the ruins south of flame crest and the odd fire elemental in the lava pits surrounding the area. took maybe 20 or so kills.

Why do they have random drops for quests? it just makes it a pain in the ass to find enough mobs to get all the items :\
