Yeah. I ran LBRS 10-man when we realized no one had the key :p it drops off the last boss in LBRS the quest is only hard when you're killing the General.. other than that UBRS and this quest is quite simple with a good group.

Marshal Maxwell is located at 84,68 in the burning stepps. He is litterally less than 20 yards away from the flight master.

This is correct as of patch 1.1.1

Edit: You get the letter off of a dragonkin boss in upper or lower BRD. I forget exactly what the dragonkin is called and I forget exactly what instance it is in.

that isnt the right guy, thats the guy for bwl attunment.

The letter drops off of the Boss of LBRS.

Just did it today in a 9-man RAID this note dropped it is irrelevant whether you're in a group or a raid it's a drop not a Quest.
Hope I could shed some light :D
