"Seal of the Earth" is a quest activation node, not a quest itself. It is used in conjunction with the Runestones to summon the two elite dragons for the quest "Broken Alliances"

The Runestones will remain in your bag after you have completed the quest and can be destroyed.

if you are below level 50 dont even bother, you caqn get the three stones very easily but the last part summons two (at lvl 41) ? dragons, in an area full of lvl 40 - 45 elite dragons. The good news you have to be close enough to touch the elite dragons to agro them.
