Is this entirely vendor bought, so I can simply wait till exalted and then get the epic after a couple pushes to a button, starting with getting the first version of the neck like AV trinket?

Yes, it's the same as the Frostwolf/Stormpike one. Get quest, turn in, get quest, turn in, and there it is. :)
