U need revered (or higher) to get the quest.. But u can still get the ring from a rarespawn in one of the camps.. 3,4% chance to drop i think. first time i killed him i got the ring..

Price: On sunstrider the first ring i herd about, got sold on AH for 1500 g.. =) But i think 400-600 is most u can get for it now..
