Despite the recent rumours, I can assure those who're in reach of getting one now or soon: You do not have to kill all four dragons, just one.

From my experience it was always a guaranteed drop, perhaps the show percentages are messed up because of master looter.

The percentage is lower than 100% because it can only drop for 1 player once(as this is not a repeatable quest) so that means when they kill the dragon again it wont drop for them.
