This is one of the more annoying quests in the scepter chain. The fragments drop from the trash dragons around the dream portals, except in duskwood. Here you have to defeat the Twilight Corruptor, a raid boss in its own right. Also, like every other step in the chain, only one member can loot the fragments (I've seen a total of one drop, in about 10 dragons worth of trash clearing).

This is the most annoying part of the whole quest chain . a 'Treewarder' dropped the part in ashenvale. an 'Oracle' dropped in feralas ( you can solo pull them in feralas no need to fight with whole group). and a 'Bough-guard' dropped in hinterlands. ashenvale and feralas completed in less than 2 hours but get ready to farm in hinterlands more than 10 hours. Last object is in duskwood drops from Twilight Corruptor, killable with 7-8 people 100% drop rate.

The followup quest to this is The Nightmare Manifests, followed by The Champion Returns and then once you have completed this and the other two quest chains, you will be able to do the final set of quests: The Might of Kalimdor and Treasure of the Timeless One.

it opens the AQ gates and it only has to be done once per realm so it should be hard and annoying to do if youve been in the fight with erranicus at the end of this chain you would understand

The drop rate is about 1% for all three fragments that drop from dragonkin. Only one person can loot it and since they're classified as common there is no prompt when auto-looting so be careful.
