This is needed to see the NPC outside*:
*Stratholme main entrance that gives you the 3rd Tier 0 to Tier 0,5 set
Upgrade 3 - Shoulders, Feet and Legs
*Ubrs, on the balcony that gives the 4th quest for Tier 0 to Tier 0,5 set
Upgrade 4 - Head and Chest

You get this Item by doing the first 2 Tier 0 to Tier 0,5 quests

Upgrade 1 - Wrists
Upgrade 2 - Waist and Hands

is it after you complete this quest that u get to upgrade the belt and gloves? And if u complete this without having the belt or gloves does it matter? Or can u come back to Mokvar any time after getting the revealer to upgrade them?

The next quest she gives you requires you to bring your belt and gloves. She will upgrade both. Worth the effort!
