Go to the back (west end) of the sepulcher, behind the vendor on the right, climb up behind the tree and make your way to the beach.

The area is at 38,44

First drink the Water Sapta by the stone,
Find the one elemenal in the crowd that you can attack and kill him.
Take the bracers.
Click on the fire, and wait for the new water elemental, speak to him to receive you quest items.

its was a long fligh you lose soem money and you don't wanna play for liek a day after it caus eof all the travling. but after that its fun. I mean you get a new cool totem :)
