Upon completion of this quest you will gain:- 210 experience ( 1 26 at max. level)
A. You can not get this quest unless you turn in the fool's stout report.
B. you can not get the report until you get the gnomes or gobblins drunk.
C. you cant get them drunk until you turn in the fool's stout the FIRST time.
So as you can see, it makes no sense that this is for people who failed the first one. I didnt do it the second time yet, I may or may not, but if no one else was able to turn in the stout the second time then the quest is bugged. He clearly tells you he wants you to take the stout to shimmering flats again.
