On the hand is a ring. Removing the ring and inspecting it reveals an engraving:

"For Deliah"

When you find the "Corpse Laden Boat" you complete that quest, and receive a new one called Rot Hide Clues (funnily enough its this one). Then you are given Delilahs ring and you have to go back the The Sepulcher and talk to Hugh Executor Hadrec

This is quest #3 out of 6. The Ring of Scorn lies at the end of this chain.
Pick Up: Corpse Laden Boat (Silverpine Forest)
Objective: Return to Hadrec.
Turn In: High Executor Hadrec (Silverpine Forest - The Sepulcher)

Yes, Darmon the boat is clickable but only if you have the quest. When you click on it you will find the ring, when you will get another quest to take it to undercity, then another quest to kill the Human that killed the lady.

The corpse laden boat is at the decrepit ferry dock on east coast of silverpine on the west coast of the lake on the lake shore of silverpine forest but west of fenris isle.

i was messing around the greymane wall, and typing in the random named mobs that inhabit there got me through a bit of allah surfing to this quest. it sounds fun, and has one mention of the back story behind whats behind greymanes wall! that is pretty cool and i was bored so I thought i'd look for the boat. i found a boat full of corpses but it isn't clickable or anything. i'm going to keep looking around or do some of the quests for the related mobs see if that helps...
