The part of the quest you needed it for was removed. I just finished the whole chain and never had to use it

The tower is at 18,69 - do not mix it up for the keep.

There are no items in the tower only a friendly water element...where are the items cause i cant complete the quest..please help me

You have to talk to Skuerto before getting the third part - Attack on the Tower.

The items are in the chests inside the tower. One on each floor as you go up the stairs.

Yeah, finished the tower quest a week ago (lvl 44 or so NE Hunter) and now, looking through my stuff at Booty Bay, lamenting that I have too many quest items in my bag... what's this? Enchanted Agate? What the?

I am curious to know what I missed by not using it.. Oh well.

what happens if you activate the defense?

It seems a lot easier when you DO NOT activate the defenses. Give it a try without activating, that means that the mobs that appear if you were to activate do not appear. You can still complete the quest without activating the defenses.

Tried to stealth my way in (as a L38 NE R) to the chests.

Didn't work. I could get inside the tower, but L38 was too low w/MOD 2 to not get detected due to the patrol patterns. Another group of players arrived and distracted the NPCs enough for me to get into one chest. However, this group did not activate the defenses, and all the patrolling NPCs then clustered around the remaining chests...4 to a chest. No way I could open them without getting killed several times over.

Linked up with a guild member (L40 NE D), but I couldn't activate the defenses without getting detected, even when we killed the nearest NPC. We stopped trying as it was pretty hopeless.

Linked up with a disorganized group (5 total including me), who had already completed this quest. They went to the tower and were just going to try to clear to the top...no way with the levels of the players involved (no one over L40), no communication, no strategy).

They went in and engaged mobs on the first floor. I activated the defenses, and went inside, was assisting with a kill...AND WAS DISCONNECTED from the server with a hard lock! Took me 5 minutes to reboot and return and believe it or not...I wasn't dead, and the party was still hacking away. I was able to open the remaining two chests and I then assisted in killing the last mobs in the tower. After that, the party disbanded, and I stealthed out of the Keep.

I was very, very lucky to complete this, as I'm not sure the gem would have worked if I'd had to go back...in fact, I think it is used up when you activate the defenses so I really would have had trouble...without joining another group who could share the quest.
