Sandworm Meat is available from the same worms in the Securing the Supply Lines quest chain that you were probably already on. If not, get on it since you'll be farming the worms anyways. ;)

Soothing Spices are available from Mishta, across from the inn. (Not needed post-3.1, thanks Farfetch.)

For a cooking fire, there's a Cooking Brazier straight outside of the inn to the left, towards the blacksmith.

There is a trade goods vendor in front of the building near the horde FP. You can buy the spices there. You can cook at any of the flaming braziers located in the area.

With the changes in cooking trivials in 2.3, this quest seems to have become one of the few means of getting to 300 cooking without high level fish. Definitely worth doing.

I got 3000 XP and about 50 rep points with the Cenarion Circle as well (at lvl 59). I do recommend getting some extra for yourself. :) The drop rate for the sandworm meat seems to be only about 10-20%, so it does take a while.

Just some 1.9 (when I finally completed the quest) information:

There is an Ironforge-like brazier in the stronghold now, as well as a general goods vendor that you can buy and cook after you get the sand worm meat.

Getting the sand worm meat itself was the hardest part... *grr*

It really wasnt that hard, it took me about 30 minutes to get the sandworm meat, and my cooking was 291 and it brought me up to 301. The money was nice, too bad she couldnt include about 10 of these in the reward too, hehe :)

The mats are spices and Sandworm meat, just buy the spices there and the meat is a drop off any worm in Silithus. It's a fairly high drop rate too..

I have 292, and finally i get an amusing way of dragging it up to 300, as making the dumplings is red !
