(NPC #15708), (NPC #15707), (NPC #15709), and (NPC #21156) could all start the quest (Quest #8795). They were in Stormwind, Ironforge, Darnassus, and the Exodar, respectively. This was just a starter quest that sent you to (NPC #15701) in Ironforge. These NPCs are normally absent, and their quests unavailable, as they are only around until the Gates of Ahn'Qiraj open.
