Description

The town of Hillsbrad is in disarray and we believe it will soon fall. We must, however, persist in our ruthlessness until the human scum are wiped from the foothills for eternity.

Despite their overwhelming losses, the humans rally around their leadership and keep fighting. We must eliminate their leader, Magistrate Burnside, as well as the town council. Destroy their revered political document as well, the Hillsbrad Proclamation. And while you're at it, steal the town registry.

Was in the area as a 36/37 warrior, so I hung around the town hall and watched / helped lvl 20-25 who were doing this quest. It was raining in Hillsbrad Foothills...

My observations:
-- Lvl 20-25 PCs aggro in a huge (make that HUGE) radius in this area. Or more correctly, the mobs are tightly confined in a small area, and there are several places where view is obscured, and it's really easy to aggro an add in the heat of battle.
-- It is not uncommon for 4-6 mobs to aggro to lvl 20-25 PCs in the town hall courtyard and in the council chamber room of the town hall.

For example, just outside the entrance of the compound it's likely that at a minimum a councilman and 2-3 footmen will engage the PCs, and given the difficulty of taking them down, runners and / or patrols will probably pull in more mobs.
A councilman will aggro and begin lobbing frost spells, likely locking down one or more PCs with 'frost boots' -- then you can't pursue the runners.

At the doorway to the town hall there are two guards + patrols + at least one councilman who will easily aggro if any one of them is engaged. The courtyard is full of footmen and more council members who may aggro off of runners. As a lvl 24 squishy and I were leaving the town hall 6 or 7 mobs aggroed to us, and it was all I could do to keep her alive as they aggroed to her. Later a 20 and 25 engaged the two footmen at the doorway and a councilman off to the right out of view aggroed and started blindsiding the squishy with frost spells (sometimes I wish that WoW aggro would handle line-of-sight better -- it's frustrating to suddenly have frostbolts coming out of a wall at you).

Inside the two rooms leading to the council chambers is a single guard in each room no problem if you take them down without allowing them to run.

Lastly, the nightmarish council chamber must be dealt with.
I don't have an accurate count of the mobs in the room, but I do know that there is a footman by the door, a footman + council member in the back corner, the clerk in the middle of the room, the mayor at the far podium, and I think there are a couple more footmen and another councilman in the middle. So about eight mobs.

As a level 36 warrior it was not a problem since I could take three mobs at a time, hamstring, cut them down, and not aggro others in the room. When a lvl ~25 enters the room the whole place lights up, and you'll have at least six mobs on the PC.

If you can't stealth, then my advice is to enlist a lvl ~35+ to help clear the mobs, or get together a big group of lvl 20-25 -- I'd suggest a party of six at that level. For the lvl 20-25 with the Battle of Hillsbrad and Dangerous quests grouping with a lvl ~35+ you might have to kill the clerk, major, and some council members off of respawns, and the XP of the lvl 20-25 may be reduced a lot, but a lot of frustration will be saved.

You'll need a gun or long range weapon for this!

Soloed this with a lvl 27 Orc Warrior. (did not die at all :)... got close once, but nothing serious.. just make sure you've got some nice potions ready)

You can easily sneak your way in through the right side of the gate that leads to the house. (right when standing in front of the house, facing the entrance.. not that you should do that).

There should be one guard there.. but no problem. After you wait for the councilman to the left to clear the area (do NOT attack him.. this will aggro 3 other guards to kick your butt), sneak to the left and drag one guard who's standing in front of the house with you.. make sure not to run too far or you'll find yourself fighting 3 people :)

After that just pick off the councilman who's standing right there... some guard will come rushing, but nothing serious.

Next, go back to the entrance of the house, on the right side should be a councilman, a guard and a few peasents. When timed right, you can get the guard alone, the councilman alone and the two peasents who should be easy by now.

Next, just go inside, charge the one guard standing there... kill him, charge the next guard.. kill him too :D.. here comes the tricky part.. use the long range weapon i previously mentioned to shoot the councilman on the LEFT of the council room.. this should only aggro the councilman and the guard next to him.

Assuming you beat those two... now comes the only hard part... killing a group of 3 (councilman and two guards) by standing in front of the councilroom and running in while staying to the left. Then just run back outside and force the councilman to follow you (since you're out of his line of sight :p).

Next, just shoot the remaining councilman, this way you won't aggro that.. eh.. boss guy, run out of the room again so he has to follow you. And then just nail Mr. Boss-whos-name-i-forgot (too lazy to press back on my browser).

voila... that's how i did it ^^

Like many quests this one got a whole lot easier in 2.3, the rooms before the main one now contain a single weak councilman each of which can be pulled without adds. The main room only contains burnside, 1 councilman and the clerk all of which can be pulled individually. Burnside is level 30 but he's pretty weak now. Easily soloed as a level 26 fire mage without even using polymorph.

Turned yellow for me at lvl 24, shadow spec priest

Killed the first 3 ok, worked my way to the House and cleared it ok just leaving the magistrate left, hes a lvl 30 and was RED for me.

i had a go at him but failed with him at 40% hp.Tried nuking him then tried mana burning him but his mana pool is too big and he resisted most of what i threw at him.

this quest is falsly labled and turns yellow too early.

Be warned to wait a while before attempting this.

Soloed as 31st level Warrior, 2100 experience. Tough part was entering town hall - first two rooms were one guard each - last room I pulled 4 at once. Killed one, ran out of building. Healed up, and managed to get remaining three at once, then Magistrate and last councillor together. Not easy, but doable at 31. I couldn't have done it alone at 26. Or 28.

Using a well-equipped solo 29 warrior...
1) Carefully pulled outside the town hall and had no problem.
2) Got inside, cleared the two guards no prob.
Rage bar near max, buffs in place, escape route cleared in case, all good...
3) Looked in to try to scope out the main room of the town hall. Accidentally bumped a guard just inside the door on the right. Backed off and prepared to take on up to 3 or 4 mobs -- and got 6, count 'em, 6 mobs off of that, and (not surprisingly) died.
That's ridiculous aggro, IMO - 6 mobs ~lvl 25 including a spellcaster, for a green-colored quest.
Reminded me of the Ambermill archmage quest with the same building layout and same aggro problem (saw a party of four low-20s wipe there...)

I'll try it again later, but the careful pulls outside the town hall take time, and the quest reward is good, but not great.
Grinding the lvl 30-32 Yetis to the NE of Hillsbrad gives good XP & drops at much less risk, especially for a miner/blacksmith.

This is impossible for most classes solo at 26.&nbsp your aggro is to large.&nbsp you pull all 4 mobs before the final guy at once, no matter what.

You will need a group for this, or some really nice crowd control. The boss is located in a small room with approximately six to eight other mobs in there, with at least 3 of them being casters. It was a nice surprise to walk into the room, seeing only 2 monsters, only to be charged by a multitude of others from behind.

Yeah.

Anyway, the entrance to the building is at 31, 42, which is a small castle. Keep going straight ahead into the building directly in front of the entrance and you will find the boss.

EDIT: Okay, I did beat this eventually, as a level 28 Shaman. It took a lot of bandages and potions, but I did it. I was constantly fighting 2 to 4 mobs and towards the end the mobs were starting to respawn on me. Reward is not that great for the difficulty involved in this if you're under level 30, so you should probably wait a couple levels (or get someone to group with) before trying this quest.

Also, maybe it's just Crushridge but there always seems to be Alliance players nearby (Hillsbrad is contested territory), so watch your back.

My lv28 warlock grouped with a lv24 priest and we can clear all the mobs without death. First, I pulled out the two guards at the left side of the door. After we finished them, I pulled out the guards at the right side. We killed 4 guards very hard at the same time

this is a piece of cake for Frostmages

i was lvl 26 and killed the two "footmen" that are in the hallways, then i blizzarded all the 4 mobs in the room intil they reached me, then used frostnova and more blizzard and the they were all dead

btw use frost ward to go unharmed from the caster and use " de spell" after the first blizzard

The hard part is the last room,with 7 mobs,including a 30(burnside).done right you can pull them in 4 seperate pulls,done wrong you pull the whole room.The right way is pull the 2 on the left of the door,through the doorway,DO NOT go into the room,then run to the side a bit to break line of sight for the mage to pull him out of the room.
When their dead pull one of the mobs to the right,again from through the door NOT in the room,you will get 3 including clerk horrace for the 'dangerous!' quest.
When you've killed them you can pull the last councilman from inside the room,run through the door when you do to break line of sight and pull him out of the room.
Then all you have left is burnside the lvl30,so gank him at your leasure :)

Using healthstones and soulstones along with healing pots and sacrifice void...I was finally able to solo this quest. I did have to run away a few times and I did die a couple times but each time I would come back and kill more of the guys in the house before the other ones would spawn...and eventually I got the quest done. Pain in the butt though...I would advise others to just grab a partner and do it with them...saves time.

I've died more in this quest than anywhere else, and with a rogue too. I can't stealth and just kill the magistrate because I'll aggro every other mob in the room, and they're like 6, 3 or so of which are spellcasters. I can't pull one at a time with a ranged shot because I'll aggro every other mob in the room at the same time, or they'll just frostbolt me through the walls and I have to enter the room and die. I can't vanish after killing the magistrate because I can't even kill the magistrate before the other 5 or 6 mobs kill me (and of course, I'll still need the registry and the proclamation). I don't think I'll be able to solo this until I'm 30 or so.

Soloed this as a lvl 28 Warlock.

After getting through the first 2 rooms, the last one was a problem. Summoned a Voidwalker, and use the eye of Kilrogg to agro the footman to the left. When he was close enough I cursed him, and pulled the coucilman. Easy battle letting the void kill the Footman.

Secondly I pulled the next 4 (3 councilmen and the guy from the former quest). Just tanked with my voidwalker and spammed curse of agony, immolation and corruption on all targets before taking them out with shadowbolts...(specced in destruction)...got the Voidwalker "bubble" befor killin the last 2 targets... Got the lvl 30 all by himself...easy.

Really recommend a group on this. I think I was lucky to get it on the 2nd try. (tried with a succubus...don't, just DON'T!p)

Just soloed this one as a 29 Shaman, and it wasn't easy. I had gotten the councilmen requirement earlier, so I wasn't focused on anything but getting to the magistrate. Went right in the front door, killed the two lone guards in the two entry rooms. Then I set up a Stoneskin/Frost Resistance combo of totems and pulled the two in the corner farthest from the Magistrate. EarthShock the councilman (the frost-bolts hurt), then focused on the foot soldier. Killed him, ran into the room to finish the councilman. BAD MOVE - pulled aggro on the named clerk, another mage, and the other soldier (at least, I didn't count). Took down the soldier before I died in the corner farthest from the desk. Hauled ass to get back, managed to res and take on the Clerk and Mage. Healed, took down the Magistrate pretty easily. Managed to nab a Blue axe and green shoulders off one of the soldiers, which was a nice compensation.

Would not recommend this to solo before 28 or 29. The mages hit too hard, and there's just too much swarm. Frost resistance is tech.

Yeah, Solod at 28 lock. I got into the building, and then used my eye to find out where everyone is, and i targeted the level 30. I sent my void to attack him while I got the proclamation. Then I cursed the level 30 with immolate, coruption and curse of agony, then i shadow bolted the ^&*! out of him. I died, but I came back and then got the other part of the quest. Very hard quest, I seuggest a group, *!@#ing quest pissed me off.

I did this with lvl 26 pala, it was easy, I didn't need any CD at all, no bubble or anything. Just go to the room and be careful with pulling, if you think that lvl 30 lvl guy in the room is hard here's a tip: Go attack him, and when he start casting a spell on you, run to the other room and heal yourself, then do it again when he starts casting and so on...

Solo'ed, although it was rather difficult at level 28, Troll Hunter. Councilman are a pain to kill with the mobs. And the 30 boss I loathe. I reccomend a group.

did this as lvl 23 warlock(undead),went alongside a lvl 20 rogue and a lvl 30 mage.if u ever want to do this quest,u'll need a grp,those councilman and the footman will keep on coming to you.Managed to pvp aginst lvl 29 human warrior,ganged him,b4 he called for his frens.

i stealthed my way in, killed te 2 guars before the main hall. the 2 left mob pull together so don't worry about spawn time is pretty long.
now the tricky part, if you sneak up part way you will only agro 3, i killed 2 and vanished. keep on doing this process untill the mayor is left. or you can try to take all 3 wit help with potion don't recommend for lvl 29

I would be interested to hear if anyone was able to solo this at a level where you'd still get some decent EXP.

The people you need to kill and the items you need to get/destroy are located in the building behind/next to the Blacksmith's. The courtyard is full of Councilmen and Footmen, densely packed so you are likely to get 2-for-1 or more when you attack one. Inside the building you can expect to find two people in the entrance room, one in the room to the left of the entrance and then 7+ in the main chamber. You can pull the two on the left without aggro-ing the ones on the left (or at least too many of them), but the rest of the room's inhabitents link as a group. So, a group of 2 or 3 at least would be best for this quest.

Yeah, this is stupidly hard, as a level 28 priest it's virtually impossible to solo. You're going to get a triple-pull in close quarters, and the repops are so fast that your corpse run means that it's all repopped.

There's no way this should be a level 26 quest. Level 30 is probably more accurate.

the walk back from the graveyard is long and annoying so save yourself some time: don't attempt this until you're 28+ or have a partner to do it with.

Just soloed this as a 25 shadow/disc priest. 962 health 1972 mana. Hardest part is Magistrate Burnside. He is level 30 and was red for me. Dont bother with Mana Burn as he will resist it and he also resisted scream. I used 1 health pot but would have been better if I wouldve used a mana pot because I ran out of mana. Just keep pain on him and spam holy fire when you can. I ran around towards the end thinking I would die but his life was low and he ran away allowing me to wand him down. VERY CLOSE. But do-able with a little skill and a LOT of luck. lol

Just solo'd as a 25 Feral Druid with Barrens/Ghostland/WC gear.

At first I thought I wouldn't not be able to do it, because of him being level 30. But I decided to try it anyway. I killed the 4 Councilman, got Horrace out of the way, then I went after Burnside. I was in Cat from and tried to sneak up behind him but he spotted me so I Raked till 4CP, then ripped, and by that time he hit me with a firebolt so I went back out the doorway out of LoS. He came to me, I raked again to 4CP then Ripped, moved out of LoS, by this time he was down around 30% health. So I just started clawing, he got in another fireball, but he didn't last long after that.

It all went alot better than I first thought. LoS is a wonderful thing!

To get to him without being seene using stealth climb the banister and go behind him that way ^^

Solo'd it as a lvl 24 Fury Warrior, buffed up with a cheapo' stam scroll and some leftover stam pots from my Ghostlands questing days. :P
Just make sure you clear everything in the area before attempting Burnside, that's all.
And as some people have mentioned before, taking advantage of LOS makes a huge difference. :)

3) Run out of LoS when he casts any spell
