You just need to talk to Madame Eva. She'll send you to talk to Clerk Daltry in the Town Hall who will send you to speak to Tavernkeep Smitty in the Inn. He'll give you clues of who the person is. Some of them are:
The person was in Darkshire, but moved to the west.
This person was very jittery.

That last clue pretty much gave it away. You just need to go talk to Jitters at Raven Hill, on the west side of Duskwood.
