When you equip an item with a usable ability, it seems that it has a short cooldown before you can use it. I would say that the ability itself is still a 30min cooldown, and the cooldown you saw was just the equiping cooldown.

Did you try to attack a PC earlier? If so I THINK it makes the NPCs hostile towards you. All I can think of - otherwise /bug it.

ive already got abolish poison on my druid at around lvl 20 and i didnt do this quest. does it give the same skill?
